Bioenergy 2009 - Banking on Biomass, Kilkenny

Sustainable Energy Ireland, COFORD and Teagasc are presenting a major national conference and exhibition dedicated to Bioenergy. Bioenergy 2009 - Banking on Biomass Conference takes place on Wednesday 17 June 2009, at the Lyrath Estate Hotel, Kilkenny. 

The conference will showcase the use and deployment of bioenergy and raise awareness across all sectors - from landowner to end user in the domestic, commercial and industrial sectors on the many uses and benefits to growing, harvesting and using wood fuels and energy crop products to generate heat, electricity and fuel for our homes and businesses. Ireland's leading product suppliers, installers, manufacturers, information providers, together with service technology providers and fuel experts will be available to share their expertise and experiences.
The Irish Bioenergy Association will also be present at this event, so please come and visit our stand.

Leading experts from Ireland and Europe will share their experiences and expertise with sessions dedicated to the policy drivers, market potential and development, impacts of increasing the use of wood energy on a regional and national scale, boosting local economies through increased use of wood energy and its end use.

There will also be a visit to local forest and willow plantation with wood chipping demonstration, followed by visit to wood chip boiler and district heating system.

CER Consultation ‘Treatment of Renewable, Low Carbon Generators outside Group Processing Approach"

Report of the workshop on developing a response from IrBEA to the CER consultation on the ‘Treatment of Small, Renewable and Low Carbon Generators outside the Group Processing Approach' and also including a presentation on the Market Development Plan from Conor McGovern on RPS for the digested materials arising from the treatment of municipal waste by AD.
The workshop started at 3pm with the presentation from Conor McGovern. He explained what the market development plan was and how it came about. In essence the Government has provided a pot of money to help to develop the markets for products recovered and recycled from the municipal and commercial waste streams to try to divert these wastes being disposed of to landfill. Conor heads up a team of 3 that are focusing on the biodegradable wastes. The objective of their work is to:

  • Improve Quality of supply
  • Improve customers confidence in product
  • Introducing Standards and or quality assurance schemes
  • Marketing and awareness initiatives for compost and digestate use;
  • Demonstrating and quantifying the benefits of using compost and digestate in Agriculture and Recreational uses
  • Promoting research and relationships;
  • Developing databases and creating linkages
  • Increasing awareness of issues
  • Providing Case Studies and factsheets
  • Consultation with industry umbrella groups

He would like to know what the AD sector feel is necessary to encourage the use of the digestate. He would also like IrBEA input where relevant and our suggestions on the work that is required.
There are funds available, but mostly these will be allocated by competitive tender. He also indicated that other sources such as the EPA would be likely to support work that leads to achieving the aims of the market development programme. Tenders for work relating to crop trials are expected to be published on etenders reasonably soon.

Paul Hogan from CER then presented on the consultation document and explained why the CER would welcome a submission from IrBEA and why it is important we do make one, he answered questions on his presentation and received some ideas from those that were at the workshop.
After a short break Rory Mullan who is an IrBEA member, has many years experience in the field and runs a consultancy company Grid Solutions which has assisted a number of biomass projects to try to get grid connections, made a presentation on the issues that IrBEA should respond to and facilitated a discussion on these topics and others that were raised. Rory's colleague took notes of the discussion and from these Rory drew up a draft submission for circulation to those that attended the workshop to comment on. See attached.

A further workshop to discuss these suggestions will be held at the end of May along with a session on the new ABP conditions document - date yet to be decided
The submission date to the CER is 30th April 2009. The final submission will be put up on the IrBEa website and all submissions received by the CER will be available in due course on the CER website. IrBEA will arrange a meeting with the CER to discuss its submission with them and to lobby for the matters they feel are important, because there are likely to be submissions opposing our points.

Report from Wood Fuel Information Day
On 12th March the Irish BioEnergy Association (www.IrBEA.org) together with the Forest Service ChipQual Project held a successful Wood Fuel Information Day in Waterford.
Over 20 participants attended including a number of IrBEA members from across the country who work as wood chip suppliers. Tom Kent of Waterford Institute of Technology (WIT) started the day with an introduction to WIT's work assessing drying techniques for timber.
A practical demonstration was then given of the process to sort and test a sample of woodchip for particle size and moisture content. These are the most important criteria to understand to ensure a reliable supply of woodchip.

 The group then travelled to WIT's lab where Dr Eleanor Owens gave a demonstration of the process for testing ash content, gross calorific value and chemical analysis of various wood fuels.
After lunch Jim Dudley of Technical Energy Solutions gave a tour of a 150 kW wood chip fired KWB boiler installed in the Edmund Rice Centre in Waterford City. This boiler is neatly placed in the middle of the city with a small fuel store filled by local woodchip supplier Nicholas Garvey. Nicholas has fitted an electric blower to his trailer and can unload woodchip directly to the fuel store.

To finish the day, the group travelled to Nicholas Garvey's site in Glenmore, Co Kilkenny where Nicholas stores timber before chipping the woodchip into a large shed. To guarantee woodchip at a specific moisture content, Nicholas has developed a drying shed where he pumps warm air through the woodchip.
